The Ptolemaida Battery Energy Storage System (BESS) is a pioneering project of the Eunice Energy Group. With an installed capacity of 250 MW / 1000 MWh, the plant adopts the latest technology in the field of energy storage. It offers the Greek electricity system new and flexible capacity, covering the power gaps resulting from the decommissioning of thermal installations. It is expected to be put into operation in less than 2 years from its approval, contributing to the stability and adequacy of the Greek electricity grid.
Project Description
The project site is in Western Macedonia, close to the lignite plants that are about to be abandoned. This strategic plant location will facilitate the transition to the post-lignite era, boosting growth and contributing to employment in the region. With an investment of approximately €250m, this project is a flagship part of the State’s Just Development Transition Plan for Western Macedonia.
Project Benefits
With its operation, the BESS unit will allow Greece to play a key role in stabilizing the electricity grid. By providing support to the Greek grid and cross-border operators, it contributes to maintaining energy security. The project has already been positively evaluated by the Technical Committee and is a supported investment of the Just Development Transition Plan.
1. Improving System Flexibility and Strengthening RES Integration
The project will act as a valuable flexibility tool to support the integration of renewable energy sources, contributing to the achievement of the national target of 35% integration of RES in net energy consumption by 2030.
2. Management of RES Cuts due to System Congestion
Reducing RES cuts due to congestion will be an important contribution of the station, improving the integration of RES while avoiding unnecessary compensation costs.
3. Replacement of Thermal Production during Peak Hours
The large storage capacity of the station will allow the storage of large amounts of energy, produced by RES, replacing thermal production during peak hours and thus offering a “peak-shaving” function.
4. Contribution to System Security
The proposed battery will help ensure sufficient system capacity through load smoothing, enhancing the capacity factor of volatile RES.
5. Fuel Diversity and Energy Security
The storage solution will contribute to reducing the dependence on imported fossil fuels, complementing the production portfolio with alternative technologies.
6. Effect on the Energy Market
The storage proposal is expected to positively affect the operation of the market, by reducing energy costs, leveling out prices and improving the integration of RES.
7. Cross-Border Impact and Synergies with Other PCI Projects
The project is expected to have a positive impact on neighboring markets, such as Italy and Bulgaria, with the potential to boost RES exports to these countries.
8. Provision of Flexibility and Replacement Services
The battery will provide essential services such as frequency stabilization, frequency compensation and power response control.
9. Social and Economic Development of the Region
The implementation of the project is expected to contribute to the development of the local economy and the transition to a new era, providing employment and innovation opportunities in the region.
Project Status
The project has received national approval and licensing priority, speeding up its implementation procedures. Intensive evaluation by the European Commission made the project first in the 6th List of European Projects of Common Interest, thus offering it licensing priority and facilitating access to national and European funding sources. Since March 2021, it has received the relevant energy production and storage license (updated in November 2022) from the Energy Regulatory Authority (RAE).
The project is already in the fast track process for the completion of its licensing and installation, allowing the completion and implementation of the investment with speed and efficiency. Its successful integration into the list of ENTSO-e projects and the top position it occupied in 2023 in its category, in the 1st Union List of PCI projects of the European Commission, highlight its importance as a critical factor in the European energy system, while strengthening its position of Greece as a factor in stabilizing the network and providing services at a European level.
